If you need to setup the industrial vinyl floor tile over a wooden sub floor then you will also have to setup a plywood under floor before installing your vinyl. The plywood should be a quarter inch thick. The reckon for doing this step is that you do not want your new floor to show every flaw of the wood underneath it. If installing over a concrete floor then you need to make sure it is very smooth. You may need to do some repairs and patching to get it plane enough for laying vinyl over top.
